I had read somewhere that the industry created a clay that you form your own charm with and when you fire it, it then turns into a hard silver.

Is this true and where can I buy it?

You're looking for PMC. The pieces will come out hollow, because the silver rises to the top when fired. If you want a solid charm, get some carving wax by Kerr or another manufactuer and send your model out for casting.
